30.124.010 Purpose.
The purpose of the regulations in this chapter is to provide for the general welfare and convenience of persons utilizing the various uses located within the city through the provision of suitable off-street parking and loading facilities and to protect the public safety by lessening traffic congestion on the public streets. 30.124.020 Scope.
The provisions of this chapter shall apply and govern in all zones. No person shall use or occupy any premises, or cause or permit the use or occupancy of any premises unless the off-street parking and loading facilities maintained thereon or in connection therewith conform to the requirements of this chapter. Exceptions to the standards shall be subject to the provisions of chapter 30.16, article IV pertaining to variances and chapter 30.16, article V pertaining to administrative exceptions. In the Redevelopment Project Areas only, however, the Glendale Redevelopment Agency may, upon application, grant exceptions to the minimum number of required parking spaces and parking standards. Such exceptions shall be granted only if the Glendale Redevelopment Agency finds that:
a. Parking spaces required for the proposed use or construction proposal cannot reasonably be provided in size, configuration, number of spaces or locations specified by the provisions of this title without impairment of the project's viability; and
b. The parking exception will serve to promote specific goals and objectives of the adopted plans for the Glendale Redevelopment Areas and be consistent with the various elements of the general plan and promote the general welfare and economic well-being of the area; and
c. The project involves exceptional circumstances or conditions applicable to the property involved, or the intended use or development of the property that do not apply generally to other property in the area; and
d. There are mitigating circumstances whereby the exception will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity of the property or in the neighborhood in which the property is located. (Ord. 5042 º 9, 1994: prior code º 30-3601)
30.124.030 Parking and loading spaces required-General.
a. There shall be provided at the time of the erection of any building or structure a minimum number of off-street parking and loading spaces as hereinafter required in this chapter for said building or structure with adequate provision for safe ingress and egress.
b. There shall be provided at the time of the establishment of any outdoor use area a minimum number of off-street parking and loading spaces as hereinafter required in this chapter for said outdoor use area with adequate provision for safe ingress and egress.
c. Upon change or enlargement of a building, structure or outdoor use area which creates an increase in the number of dwelling units on a lot, additional floor area, additional outdoor use area, or additional seats, additional parking and loading spaces shall be provided for such new floor area, dwellings, outdoor use area or seats without diminishing the existing parking provided for the existing use, buildings and/or structures unless said parking exceeds the requirements of this chapter. Upon addition of any floor area to any dwelling unit, the number of parking spaces presently required by this chapter for the entire building containing the dwelling unit shall be provided. Additions of floor area up to twenty-five (25) percent of a historic structure shall be exempt from the requirements of this subsection.
d. Upon the change of use of an existing building, structure or lot, or a portion of a building, structure or lot, additional parking and loading spaces shall be provided for the new use as required by this chapter over and above the number of parking and loading spaces required by this chapter for the prior use only, with the following exceptions:
1. Any proposed change in occupancy from an office to retail or service uses; warehousing to a manufacturing use; or full service restaurant to a fast food restaurant which would require the provision of additional parking spaces beyond the amount that is provided on site shall not be required to provide additional parking spaces beyond those existing for the change in occupancy within any existing buildings or portions thereof approved for construction prior to April 24, 1986.
2. Any proposed change in occupancy from a manufacturing to a nonmedical office use shall not be required to provide more than two (2) parking spaces per each one thousand (1,000) square feet of floor area unless parking spaces in excess of that amount, up to the full amount required in this chapter, are already provided. Such office use shall not subsequently be changed to a retail or service use without providing the additional parking required for such retail or service use. This exception shall only be applicable for the change in occupancy within existing buildings or portions thereof approved for construction prior to April 24, 1986.
3. Any proposed change in occupancy from a general office to a medical office use shall not be required to provide more than one (1) parking space per each three hundred thirty-three and thirty-three hundredths (333.33) square feet of floor area, based on ninety (90) percent of floor area, unless parking spaces in excess of that amount, up to the full amount required in this chapter, are already provided. This exception shall only be applicable for the change in occupancy within existing buildings or portions thereof approved for construction prior to April 14, 1994. Projects having twenty-five (25) or more parking spaces which use this exception shall be limited to a maximum medical office floor area of thirty percent (30%) of the project floor area. Projects having less than twenty-five (25) parking spaces which use this exception shall provide at least the number of parking spaces required by this Code for the uses in the project minus ten (10) parking spaces.
4. Any proposed change in occupancy, not otherwise described in this section, from one use to another use except assembly halls, auditoriums, private clubs or similar places of assembly, theaters, churches, synagogues, temples and houses of worship, or private schools shall not be required to provide more than one (1) parking space per each two hundred fifty (250) square feet of floor area on the same lot as the use unless parking spaces in excess of that amount, up to the full amount required in this chapter, are already provided. This exception shall only be applicable for the change in occupancy within existing buildings or portions thereof approved for construction prior to April 14, 1994.
5. Any proposed change in occupancy on a lot containing at least three (3) separate occupancies and at least five thousand (5,000) square feet of floor area, not otherwise described in this section, from one use to another use except assembly halls, auditoriums, private clubs or similar places of assembly, theaters, churches, synagogues, temples and houses of worship, or private schools shall not be required to provide more than one (1) parking space per each two hundred (200) square feet of floor area on the same lot as the use unless parking spaces in excess of that amount, up to the full amount required in this chapter, are already provided.
6. Any change of use permitted in a historic resource shall not be required to provide additional parking to that legally required at the time of change of use.
e. All off-street parking and loading spaces being maintained in connection with any existing main building, structure or use on October 22, 1952 and all parking spaces subsequently required by the zoning ordinance for any building, structure or use shall be maintained as long as said building, structure or use remains, unless an equivalent number of parking and loading spaces is provided conforming to the requirements of this chapter; provided, however, that this regulation shall not require the maintenance of more parking spaces than are herein required for a new building, structure or use, nor the maintenance of such space for any type of building, structure or use other than those hereinafter specified in this chapter. 30.124.040 Computation of required parking and loading spaces.
a. The number of off-street parking and loading spaces required shall be no less than as set forth in this chapter. In the case of a combination of uses in a building or on a lot, the minimum number of spaces required shall be not less than the sum total of the requirements for all the individual uses except in the case of certain multi-occupancy commercial developments specified by this Code.
b. In computation of the total parking and loading spaces required for any building site or parking facility, fractional spaces shall be rounded off to the nearest whole number; fractions of five-tenths (.5) or more being counted as one (1) full space.
c. Where fixed seats provided are either benches or bleachers, such seats shall be construed to be not more than twenty (20) lineal inches each.
d. In computation of parking space requirements, dens, studies, or other similar rooms which may be used as bedrooms shall be considered as bedrooms.
e. In computation of parking space requirements for industrial uses, mezzanines as defined by the Glendale Building and Safety Code and used exclusively for storage shall not be considered floor area. (Ord. 5042 º 11, 1994: prior code º 30-3603)
30.124.050 Location of parking and loading spaces.
a. All required off-street parking and loading spaces shall be accessible and shall be located on the same lot as the use and/or development requiring such spaces, except as otherwise permitted herein. For the purposes of this chapter, "accessible" shall mean capable of being reached for purposes of parking during hours of operation or occupation by means of the full and unobstructed minimum dimensions as specified herein. Chart VII which is set out at the end of this chapter and made a part hereof shall be illustrative of the meaning of "accessible." Some or all of the required off-street parking spaces for commercial, institutional, educational, and industrial uses may be located on a contiguous lot, or within a maximum distance of five hundred (500) feet provided that such parking spaces are conveniently located in a manner which indicates probable use as determined by the zoning administrator. When required off-street parking spaces are provided on a separate lot from the building or land use requiring such spaces, covenants must be recorded in the office of the county recorder. The covenants shall be approved by the city attorney and state that the owner or owners of all properties shall continue to maintain such parking spaces as long as said building or land use is maintained or said parking is required by this Code.
b. Off-street parking and loading spaces may not be located within any street setback area.
c. Parking and loading spaces shall not preclude direct and free access to stairways, walkways, elevators, any pedestrian accessways or fire safety equipment. Such access shall be a clear minimum width of forty-four (44) inches, no part of which may be within a parking space.
d. When there is more than one (1) dwelling unit for each two thousand five hundred (2,500) square feet of lot area or when there are more than four (4) dwelling units in one (1) building on a lot, all required off-street parking spaces for such dwelling units shall be provided in subterranean or semi-subterranean garages, except guest parking spaces which may be located above or below grade. Projects utilizing a garage design that is not subterranean or semi-subterranean shall provide private and direct access to the unit for which the garage is provided and ground level living space shall occupy not less than twenty-five (25) percent of the total unit area. 30.124.060 Trip reduction and travel demand measures.
Nonresidential development projects shall comply with all provisions of chapter 30.120 of this title as related to transportation demand management and trip reduction measures. (Ord. 5008 º 3, 1993: prior code º 30-3604.1)
30.124.070 Parking design criteria.
a. Each parking space shall have a width, length and aisle width in accordance with Charts I through IV, inclusive, which are set out at the end of this chapter and by this reference made a part hereof; provided, however, that parking spaces in excess of the number required herein may be tandem parking spaces.
b. The outer radius of any turning area to a required parking space into any one (1) or two (2) car garage shall be a minimum of twenty-five (25) feet.
c. Turning and approach areas for more than two (2) parking spaces shall have a minimum clear dimension illustrated by the letters "D" on Charts II through IV, inclusive, which are set out at the end of this chapter and by this reference made a part hereof, from the nearest end of a parking space to any property line, structure, obstruction or other parking space, except where such turning space abuts an alley in which case the turning space dimension may include the width of the alley.
d. All parking spaces shall have a minimum six and one-half (61/2) foot vertical clearance. The front three (3) feet of a parking space in an enclosed garage in a residential zone, however, may have a vertical clearance of four (4) feet.
e. No parking space shall exceed a slope of four and one-half (41/2) percent.
f. Direct backing into or out of a parking area to the street shall not be permitted except for parking for one (1) residential dwelling units.
g. Any drive-up or drive-through bay for in-car service shall be provided with an on site vehicular waiting lane for each drive-up or drive-through bay having a minimum width of nine (9) feet and a minimum length of one hundred (100) feet measured from the service window or area. In no event shall there be less than sixty (60) feet from the start of the lane and any ordering device. Such drive-through lane shall be a separate lane from the circulation routes and aisles necessary for ingress to or egress from the property or access to any off-street parking spaces. 30.124.090 Driveway standards.
a. Each parking and loading space provided shall be accessible as to both entrance and exit. The curb openings or entryways to the lot and driveways or approaches to parking spaces shall not exceed fifty-two (52) percent of the total length of the front or street side property line or width of the street setback area, except where circular driveways are provided. The fifty-two (52) percent restriction, however, shall not apply to any lot having less frontage than thirty (30) feet.
b. All required driveways leading to required parking or loading areas shall be located completely on the same lot as said parking or loading areas except certain applications related to flag lots. A driveway leading to a parking area for a dwelling unit located on a flag lot may be located, in part, on the stem of a contiguous flag lot and may, in part, be a common driveway which provides access to more than one dwelling unit.
c. Each driveway or approach to a parking space shall have a minimum clear width of ten (10) feet; provided, however, that a driveway in residential zones may be reduced to nine (9) feet where no pedestrian passage is required, and a driveway leading to a subterranean or semi-subterranean garage shall be increased to eleven (11) feet minimum. The width of a driveway serving one dwelling unit on a flag lot shall be increased to twelve (12) feet minimum. The width of the common portion of a driveway serving two or more dwelling units located on flag lots shall be increased to twenty (20) feet minimum; portions of this driveway leading to only one dwelling unit shall be a minimum of twelve (12) feet wide.
d. The vertical clearance above the surface of the driveway shall be not less than seven (7) feet.
e. No driveway shall have a slope in excess of fifteen (15) percent, except for residential uses which shall not exceed twenty (20) percent, provided that up to twenty-five (25) percent shall be permitted for a maximum horizontal distance of forty (40) feet. Slope transition areas shall be constructed to assure clearance of a standard vehicle at all points in accordance with Chart V which is set out at the end of this chapter and made a part hereof.
f. The outer radius of a curve in any driveway shall be a minimum of twenty-five (25) feet. (Ord. 5009 º 82, 1993: prior code º 30-3607)
30.124.100 Improvement of parking areas.
Every parcel of land or portion thereof hereafter developed and used as a parking and loading area shall be improved as follows:
a. Parking areas shall be paved with concrete, asphalt, bonded masonry, brick or stone materials or similar material. All parking and loading spaces shall be striped in accordance with the standards herein and shall be maintained with durable paint or other permanent marking material in a color contrasting with the color of the pavement except for one (1), two (2) or three (3) car attached or detached private residential garages designed for use by the occupants of a single dwelling unit. Adequate wheel stops shall be provided where designated spaces approach a property line or building wall in accordance with Chart VI which is set out at the end of this chapter and made a part hereof except for one (1), two (2) or three (3) car attached or detached private residential garages designed for use by the occupants of a single dwelling unit.
1. The above requirement shall not apply to parking areas used exclusively in connection with a Christmas tree sales lot between November 1st and December 31st, or exclusively in connection with a pumpkin sales lot between October 15th and November 1st.
2. The above requirement shall not apply to temporary parking areas when developed as follows:
(a) The parking and driveway surface shall consist of a minimum two (2) inches of asphalt over a ninety (90) percent compacted base, a treatment of bituminous material, or some other dustless surface approved by the director of public works.
(b) The parking and driveway surface shall be relatively smooth and graded in a manner to provide for a drainage pattern satisfactory to the director of public works.
(c) Lighting shall be provided in conjunction with the nighttime use of the area. Lighting shall not glare onto adjacent or nearby properties or buildings.
(d) Temporary parking areas must be developed in accordance with a plan submitted to and approved by the zoning administrator.
(e) Adequate wheel stops shall be provided where spaces approach a property line or building wall in accordance with Chart VI which is set out at the end of this chapter and made a part hereof.
For the purpose of this section, a temporary parking area shall be any parking area which does not contain any required parking spaces. A temporary parking area shall not be used for more than two (2) years in any five (5) year period of time.
b. Any lights used to illuminate such areas shall be so arranged as to reflect the light away from the adjoining premises in any residential zone.
c. Where a building is less than five (5) feet from a driveway or alley, no building or structure shall be permitted within the corner area formed by the intersection of the public right-of-way and such driveway or alley on the right-hand exit side of the driveway or alley only within that triangular area bounded by the lines connecting the points of intersection of the driveway or alley and street right-of-way and the points located five (5) feet from such intersection measured along the right-of-way line and driveway or alley line respectively. Any landscaping or walls in such area shall not exceed a height of thirty (30) inches. Such corner cutoff area shall not be required above a height of eight (8) feet.
d. The exit from any parking area which provides parking for five (5) or more vehicles shall be clearly marked with vehicle "STOP" signs.
e. A minimum five and one-half (51/2) foot high decorative masonry wall shall be provided along any property line abutting any residential zone boundary line where a parking area, driveway, or vehicular turning area adjoins a residentially zoned lot. This regulation shall not apply to any lot containing only one (1) residential dwelling and related accessory buildings. (Ord. 5083 º 1, 1995: prior code º 30-3608)
30.124.110 Landscaping of parking and loading areas.
All parking and loading areas except temporary parking areas used according to the standards of section 30.124.100 of this Code shall be landscaped as follows:
a. Whenever any parking or loading area adjoins a street right-of-way, a planting strip five (5) feet wide or a landscaped berm four (4) feet wide and two (2) feet high shall be established and continuously maintained and landscaped between the right-of-way and such area. This requirement shall not apply to enclosed parking areas having no building openings directly facing a street and having a finished floor elevation above the parking area which is two (2) feet or less above grade. Bermed areas may require a two (2) foot high retaining wall on the side adjoining a parking or loading area where deemed necessary by the zoning administrator. Any planting within ten (10) feet of an entry or exit driveway shall not be permitted to grow higher than thirty (30) inches.
b. Not less than three (3) percent of the interior parking lot area shall be landscaped, except for parking areas located in enclosed structures. Planting along the exterior perimeter of a parking lot shall not be considered as part of the three (3) percent interior landscaping. At least one (1) twenty-four (24) inch box tree for every ten (10) spaces or major fraction thereof shall be included in the development of the landscape program. All areas in a parking lot not used for driveways, maneuvering areas, parking stalls and walks, shall be permanently landscaped with suitable materials and maintained. Parking lot landscaping must be distributed throughout parking areas and may not be concentrated in one area only.
c. All landscaped areas along the perimeter of a parking lot or structure within the interior of parking lots shall be bordered by a concrete curb a minimum of five (5) inches high adjacent to the parking surface and the property line where there is no building or wall. Such concrete curb shall not be counted as part of any landscaped areas. All required landscape planter beds in interior parking areas shall be not less than three (3) feet wide.
d. A permanent and automatic irrigation system shall be installed and maintained in all landscaped areas to insure proper maintenance of plant materials.
e. Landscaping shall include shrubs, trees, vines, ground cover, hedges, flowers, bark, chips, decorating cinders, gravel, or similar material which will improve the appearance of parking areas.
f. All landscaping shall be installed and maintained in such a manner as to not interfere with maintenance or repair of any utility, not restrict pedestrian or vehicular access, and not constitute a traffic hazard due to reduced visibility. (Ord. 5083 º 2, 1995: prior code º 30-3609)
30.124.120 Minimum number of parking spaces.
The minimum number of off-street parking spaces provided for any land use shall not be less than the following:
a. Residential Uses.
1. Boarding or lodging houses, dormitories, fraternity or sorority houses or religious quarters: One (1) covered parking space per each habitable room.
2. Dwelling units:
(a) In the ROS, R1R and R1 zones, or in the R-3050, R-2250, R-1650 and R-1250 zones where only one (1) residential dwelling unit exists on a lot, the following number of fully enclosed parking spaces shall be provided per dwelling unit:

Any spaces in excess of two (2) in the ROS, R1R and R1 zones may be designed in a manner which is not directly accessible.
(b) In the R-3050, R-2250, R-1650 and R-1250 zones, where more than one (1) residential dwelling unit exists on a lot, two (2) parking spaces shall be provided per efficiency, one bedroom and two bedroom dwelling units, two and one-half (21/2) parking spaces shall be provided per three bedroom dwelling unit. Regardless of the number of dwelling units on a lot, three (3) parking spaces shall be provided per dwelling unit which exceeds a floor area of one thousand six hundred (1,600) square feet. Such parking spaces shall be fully enclosed except for entryways to subterranean and semi-subterranean garages and necessary ventilation for parking structures.
An additional one fourth (1/4) parking space per unit shall be required when there are more than three (3) units on a lot in the R-3050, R-2250, R-1650 or R-1250 zones. Said guest parking must be accessible, may not be fully enclosed, must be screened from view of the street and must be clearly identified with the words "GUEST PARKING" painted in the space with minimum eight (8) inch letters.
(c) In the PRD zone, one (1) uncovered guest parking space per dwelling unit shall be provided in addition to the enclosed parking spaces. The guest space shall be in close proximity and bear direct relationship to the dwelling unit for which it is intended. Such guest parking space may be located within the public right-of-way.
b. Commercial Uses.
1. Assembly halls, auditoriums, private clubs or similar places of assembly: One (1) parking space per each thirty-five (35) square feet of seating or viewing area or per each five (5) fixed seats.
2. Automobile service station: One (1) parking space per each two hundred fifty (250) square feet of floor area; however, in no event shall less than three (3) parking spaces be provided. No work station used for the repair of vehicles may be credited toward meeting the parking requirement.
3. Bars and cocktail lounges: One (1) parking space per each one hundred (100) square feet of floor area.
4. Car washes: Ten (10) parking spaces or one (1) space per each seven hundred (700) square feet of floor area, whichever is greater.
5. Car washes, self-service: One (1) parking space per washing module plus two (2) parking spaces. The washing modules shall not be construed as a required parking space.
6. Day care centers: One (1) parking space per each three hundred thirty-three and thirty-three hundredths (333.33) square feet of floor area, provided that such computation of required parking may be based on ninety (90) percent of floor area.
7. Financial customer service area: One (1) parking space per each two hundred fifty (250) square feet of floor area.
8. Furniture stores: One (1) parking space per each five hundred (500) square feet of floor area.
9. Gymnasiums and health clubs: One (1) parking space per each two hundred (200) square feet of floor area.
10. Hospitals: One (1) parking space per each two (2) beds.
11. Hotels and motels: One (1) parking space per each habitable room.
12. Medical and dental offices and related medical or dental activities: One (1) parking space per each two hundred (200) square feet of floor area, or one (1) parking space per each three hundred thirty-three and thirty-three hundredths (333.33) square feet of floor area; provided, that such computation of required parking may be based on ninety (90) percent of floor area where the medical office, dental office or such related medical activity is on a lot that is located within five hundred (500) feet, at the nearest point, of a lot containing a hospital.
13. Nursery and garden supplies only: One (1) parking space per each two hundred fifty (250) square feet of floor area in a building, plus one (1) parking space per each one thousand (1,000) square feet of outdoor storage area.
14. Offices, general: One (1) parking space per each three hundred thirty-three and thirty-three hundredths (333.33) square feet of floor area; provided, that such computation of required parking may be based on ninety (90) percent of floor area.
15. Restaurants, fast food: One (1) parking space per each eighty (80) square feet of floor area.
16. Restaurants, full service: One (1) parking space per each one hundred (100) square feet of floor area.
17. Retail and service activities, general: One (1) parking space per each two hundred fifty (250) square feet of floor area.
18. Stables: One (1) parking space per each four (4) horses, based upon the maximum number of horses stated on the stable permit.
19. Theaters: One (1) parking space per each five (5) fixed seats, or thirty-five (35) square feet of floor area where there are no fixed seats.
20. Any combination of uses listed under subsections (b)(3), (b)(6), (b)(7), (b)(8), (b)(9), (b)(12), (b)(13), (b)(15), (b)(16) and (b)(17) above contained in three (3) or more separate occupancies and five thousand (5,000) or more square feet of floor area located on a lot where such uses occupy more than forty (40) percent of the floor area: One (1) parking space per each two hundred (200) square feet of floor area.
c. Institutional, Educational or Instructional Uses.
1. Churches, synagogues, temples and houses of worship: One (1) parking space per each five (5) fixed seats, or thirty-five (35) square feet of floor area where there are no fixed seats.
2. Convalescent homes, sanitariums and retirement homes: One (1) parking space per each three (3) beds.
3. Private schools:
(a) Pre-schools, kindergarten and grades one through nine when used exclusively for this purpose - One (1) parking space per each three hundred thirty-three and thirty-three hundredths (333.33) square feet of floor area, provided that such computation of required parking may be based on ninety (90) percent of floor area.
(b) Schools in which any portion of their instruction includes grades ten or above - One (1) parking space per each thirty-five (35) square feet of floor area used for instruction or per each five (5) fixed seats.
(c) Professional, business, vocational, dance, art, tutorial, and martial arts instructional schools where students arrive at specified times and where any students sixteen (16) years of age and older attend - One (1) parking space per each thirty-five (35) square feet of floor area used for instruction or per each five (5) fixed seats.
(d) Dance, art, tutorial, martial arts or similar instructional schools where all students over sixteen (16) years of age are excluded - One (1) parking space per each two hundred (200) square feet of floor area.
d. Industrial Uses. Where office space is clearly incidental to a manufacturing or warehousing use, such office space may occupy up to forty (40) percent of the building under the same parking criteria as required for the use.

Industrial, general: One (1) parking space per each five hundred (500) square feet for the first twenty-five thousand (25,000) square feet of floor area or less; one (1) parking space per each six hundred sixty-six and two-thirds (6662/3) square feet of floor area for that portion of a building having more than twenty-five thousand (25,000) to fifty thousand (50,000) square feet of floor area; and one (1) parking space per each eight hundred (800) square feet of floor area for that portion of a building having more than fifty thousand (50,000) square feet of floor area.
2. Research and development: One (1) parking space per each three hundred thirty-three and thirty-three hundredths (333.33) square feet of floor area, provided that such computation of required parking may be based on ninety (90) percent of the floor area.
3. Warehousing and wholesaling: One (1) parking space per each one thousand (1,000) square feet of floor area and storage yard area devoted to such use. 30.124.130 Loading areas.
All loading areas shall comply with the following
provisions. In addition to the minimum number of automobile parking spaces, the minimum number of off-street loading spaces for the following uses shall not be less than the total on-site building or outdoor storage area for the following uses:

30.124.140 Loading space design criteria.
a. Each loading space shall have a minimum dimension of fifteen (15) feet by twenty-five (25) feet and a height of not less than fourteen (14) feet.
b. The width of any vehicular driveway or aisle providing access to a loading space shall not be less than twelve (12) feet).
c. In no event shall the outer radius of any turning area to a required loading space be less than twenty-five (25) feet.
d. All loading spaces which are not unenclosed on at least one side shall be required to provide parking for such enclosed floor area at the same rate as the main building.
e. All loading zones shall be striped and identified with the words "loading zone" painted on the pavement. (Prior code º 30-3612)
