2.64.010 Created.


A transportation and parking commission is established in and for the city. (Prior code º 3-79)

2.64.020 Composition-Appointment- Compensation.


The transportation and parking commission shall consist of seven members who shall be appointed by the council to serve without compensation. (Prior code º 3-80)

2.64.030 Qualifications.


A. Each appointed member of the transportation and parking commission shall be a qualified elector of, or conduct a business in, the city at the time of appointment and throughout incumbency.

B. At least four members of the transportation and parking commission shall be persons either active at the time of appointment or previously active in the transportation field including, but not limited to, transportation planning, transportation program management, transportation advisory agency, civil engineering, transportation/traffic engineering or urban planning. 2.64.040 Terms of office.


Three members of the transportation and parking commission shall be initially appointed for a term of two years to expire July 1, 1993, and four members shall be appointed for a term of three years, to expire July 1, 1994. Thereafter, all appointments to such commission shall be for a term of three years or until their successors shall be appointed and qualified, whichever shall occur first. (Prior code º 3-82)

2.64.050 Vacancies.


Should a vacancy occur on the transportation and parking commission for any reason, such vacancy shall be filled for the unexpired term by an appointment by a majority of the council. An individual appointed to fill a vacancy where the unexpired term thereof is one year or more, shall be deemed to have served a full term at the end of such unexpired term. A vacancy shall be deemed to have occurred when a transportation and parking commission member has missed more than three consecutive meetings, at which time such member shall be deemed to have resigned from the commission. 2.64.060 Removal of members.


Whenever in the sole discretion of the council, the council believes that the best interests of the city shall be served, any member of the transportation and parking commission may be removed from office by a majority vote of the council. (Prior code º 3-84)

2.64.070 Chairperson-Chairperson pro tempore.


A. The transportation and parking commission shall select one of its members as chairperson of the commission. The chairperson so appointed shall serve in such capacity for one year unless reappointed for a further term by the commission. It shall be the duty of the chairperson to preside over all meetings of the commission. In case of the absence of the chairperson, the members present at any meeting shall select one of their number to act as chairperson pro tempore. (Ord. 5168 º 1, 1997: prior code º 3-85)

2.64.080 Meetings.


A. The transportation and parking commission shall meet in regular session at least once a month at a time and place selected by a vote of its members.

B. Special meetings of the transportation and parking commission may be called by the chairperson or any four members. Written notice of each special meeting shall be given pursuant to the Ralph M. Brown Act, Government Code Section 54950 et seq. All meetings of the transportation and parking commission shall be open and public pursuant to state law. (Prior code º 3-86)

2.64.090 Meetings-Quorum- Adjournment.


Four members of the transportation and parking commission shall constitute a quorum, but a lesser number may adjourn from time to time to another place or at another time. (Prior code º 3-87)

2.64.100 Powers and duties generally.


A. The power and duties of the transportation and parking commission shall encompass roadways, public parking, public transportation, vehicles for hire, transportation demand management and transportation system management as set forth in this chapter or in other designated areas of this code. The general powers and duties shall be as follows:

1. Investigations: to investigate potential improvements, programs and policies regarding roadways, parking and transportation, and to make recommendations to the council, city manager and director of public works accordingly;

2. Recommendations: to recommend to the council, city manager and director of public works, transportation policy and the ways and means of providing and financing transportation and parking improvements and programs;

3. The commission shall have such other powers and duties as may be expressly conferred upon the commission by ordinance.

B. Except as may be otherwise specifically prescribed by ordinance and specifically described in this chapter, the powers and duties of the transportation and parking commission are of an advisory nature only. The commission shall not have any powers or duties with respect to any portions of the city included within the boundaries of a parking district formed under the Vehicle Parking District Law of 1943. The transportation and parking commission shall not have any powers or duties with respect to any project or development which is exclusively within the jurisdiction of the Glendale Redevelopment Agency project area, including those projects or developments which have, or may have, an impact beyond the Glendale Redevelopment Agency project area. 2.64.110 Procedural rules-Subcommittees.


The transportation and parking commission may adopt, from time to time, such rules of procedure as it may deem necessary to properly exercise its powers and duties. All such rules shall be subject to prior approval of the city attorney and shall, after adoption, be kept on file in the office of the traffic and transportation administrator and copies thereof shall be available to the public upon request. The chairperson of the commission may form subcommittees among its various members to investigate and analyze those issues which are within the commission's jurisdiction. Any such subcommittee shall report its findings or other information to the full commission which shall then make recommendations accordingly pursuant to Section 2.64.100. (Prior code º 3-89)

2.64.120 Cooperation of city officials.


A. The director of public works or his or her designate shall be the staff advisor to the commission. The director of public works shall provide advice and assistance as requested by the commission and shall provide such stenographic or other assistance as is necessary to maintain records of the commission proceedings.

B. All other officers, divisions and division heads of the city shall cooperate and tender all reasonable and necessary assistance to the transportation and parking commission. (Prior code º 3-90)

2.64.130 Limitation on liability.


Neither the transportation and parking commission nor any individual member thereof shall incur any financial liability or responsibility in the name of or on behalf of the city by virtue of their activities as transportation and parking commission members. (Prior code º 3-91)

2.64.140 Decisions-Appeal.


In any matter in which the transportation and parking commission shall have the express power to determine the rights and obligations of parties within its jurisdiction, any person aggrieved by any such ruling or act of the commission may appeal to the council within the time and in the manner prescribed in Chapter 2.88. Any fee for processing an appeal to a decision made under this chapter shall be established by resolution of the council. (Prior code º 3-92)
