No person, except peace officers, parks and recreation employees, and other assigned city employees, shall be on or remain on the premises of any public park, playground or recreation facility administered and maintained by the city between the hours of ten p.m. and six a.m. of the following day; except where such person is engaged in a scheduled activity of the parks, recreation and community services commission or has written authorization from the director of parks, recreation and community services.
