10.08.010 Administration of chapter.
The chief of police shall administer the traffic laws and shall cooperate with other city officials in ways and means to improve traffic conditions in the city. The chief of police shall make all his or her traffic records available to the traffic and transportation administrator. The chief of police shall also, as soon as practicable, forward to the traffic and transportation administrator all information regarding accidents which will enable the traffic and transportation administrator to perform such duties as are required of the traffic and transportation administrator under the provisions of Sections 10.08.020 and 10.88.030. 10.08.020 Traffic accident studies.
Whenever accidents or other circumstances at any particular location indicate the need for remedial measures, the traffic and transportation administrator shall cause studies to be conducted of such accidents or other circumstances and shall notify the traffic committee of the condition, with any recommendations that the traffic and transportation administrator may have for correcting the same. 10.08.030 Traffic accident reports.
The traffic and transportation administrator shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed alphabetically by location. (Prior code º 27-141)
10.08.040 Annual traffic safety report.
The traffic and transportation administrator shall annually prepare a traffic report which shall be presented to the traffic committee and shall be filed by the traffic committee with the council. It shall be presented to the traffic committee no later than March 15th of each year. It shall contain information on traffic matters in the city as follows:
A. The number of traffic accidents reported, the number of persons injured, the number of persons killed, and other pertinent traffic accident data.
B. The number of stop signs, yield signs, and other traffic regulatory or warning signs or devices installed to promote traffic safety.
C. The plans and recommendations of the traffic and transportation administrator for future traffic safety. (Prior code º 27-142)
10.08.050 Duties of traffic and transportation administrator generally.
It shall be the general duty of the traffic and transportation administrator to install and determine the proper timing and maintenance of traffic-control devices and signals, to conduct engineering analyses of major traffic accidents, to devise remedial measures and to conduct engineering investigations of traffic conditions and to submit the results of such investigation to the traffic committee for its consideration, and to cooperate with other city officials in the development of ways and means to improve traffic conditions. 10.08.060 Traffic committee-Establishment and composition.
There is established a traffic committee to serve without compensation. Such committee shall consist of the following members:
A. The chief of police or any other member of the division of police designated by the chief of police as his or her representative;
B. The director of public works or any other member of the division of public works designated by the director as his or her representative;
C. The city attorney or any other member of the legal division designated by the city attorney as his or her representative;
D. The fire chief or any other member of the division of fire protection designated by the fire chief as his or her representative;
E. The city manager or any other member of the division of general administration designated by the city manager as his or her representative;
F. The planning director or any other member of the division of planning designated by the planning director as his or her representative;
G. The traffic and transportation administrator. (Prior code º 27-144)
10.08.070 Traffic committee-Quorum.
The traffic committee shall not take any action unless a quorum consisting of a majority of all members is present. (Prior code º 27-145)
10.08.080 Traffic committee-Duties generally.
It shall be the duty of the traffic committee to suggest the most practicable means for coordinating the activities of all officers and agencies of the city having authority with respect to the administration or enforcement of traffic regulations; to receive complaints having to do with traffic matters and to recommended to the council and to city officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations. All officers, divisions and division heads of the city shall render all necessary and reasonable cooperation and assistance to the traffic committee. (Prior code º 27-146)
